When I restarted the game, and loaded my savegame, the commando voices and every other sound effects like for example engine sounds were playing normally. I changed my standard audio device to stereo only (it was configured to support 7.1 surround, as I am usually playing with surround headset). But as I still have my old Windows 10 PC with a running version of the game, I checked every single thing that is different on the new machine, and finally stumbled over the sound configuration.

When I start the game up, there is sound during the EIDOS logo and music in the main menu, but once I have loaded any savegame or started a new game, the Commandos won't answer when activated. I have the GOG version of the Game but this shouldn't be much different from the Steam version.
